Who leads the National Citizens in Policing (CiP) Project

The National Police Chiefs’ Council (NPCC) Lead for Citizens in Policing is Chief Constable Lisa Winward. A National Strategy was developed in 2016. The Chief Constable is supported by the National CiP Coordinator, Mary Bailey.

Who is supporting this project?

The Citizens in Policing (CiP) National Board provides the governance and strategic oversight of the Citizens in Policing agenda, a National Police Chief Council (www.npcc.police.uk) portfolio, that reports into the NPCC Local Policing Committee.

Chaired by North Yorkshire’s Chief Constable Lisa Winward (the NPCC National lead for CiP), the board meets on a quarterly basis, disseminating and receiving information at a regional and local force level.

The membership of this board includes the 9 NPCC Regional Assistant Chief Constables, the NPCC National Lead for the Special Constabulary, the NPCC National Lead for Police Support Volunteers, the NPCC National Lead for Volunteer Police Cadets, the National CiP Lead for the Office of Police and Crime Commissioners, representatives from the Association of Police and Crime Commissioners, the College of Policing, academic partners from the Institute for Public Safety, Crime and Justice, Neighbourhood Watch and representative bodies including the Association of Special Constabulary Officers plus independent advisors.
